How to read it
The ISP on a California Proxies line is a US mobile carrier, as the address belongs to that carrier's pool and carrier-grade NAT shares it among many real phones. The location points to the metro or state, not to a street. A browser time zone that disagrees with the IP and a WebRTC candidate that leaks your home or office address are the two things that give an account away. Sort those out in the browser profile and check again.
